Australia’s Working Holiday Maker visa programme

Australia now has Work and Holiday arrangements with Thailand, Chile, and Turkey. Australia has signed arrangements with the USA and Bangladesh. The US arrangement will be implemented on 31 October 2007. The Bangladesh arrangement is subject to Bangladesh finalising its administrative arrangements, after which the visa will commence.

Australia has Working Holiday arrangements with 19 other countries, including the United Kingdom, Canada, Japan, the Netherlands, Ireland, Korea, Malta, Germany, Denmark, Sweden, Norway, Hong Kong, Finland, Cyprus, Belgium, Italy, France, Taiwan and Estonia.

Approximately 135 000 visas are granted annually across the Work and Holiday and Working Holiday visa programmes. The Work and Holiday and Working Holiday programmes are an important part of the tourist industry and have a positive effect on the Australian economy.


TRA - Pathway D

The September removal of the Work Experienced based applications from the Uniform Assessment Criteria has caused no end of headaches for Agents, clients and Government bodies. With some of the Trade occupations on the MODL and SOL not having a Formal/Informal apprenticeship or Traineeship based qualification. Therefore we are expecting the pathway to reopen in December/January through the offshore Vetassess testing program.


New English language threshold requirement for GSM visas

Applicants with skills in professional, technical or managerial occupations will be raised from an International English Language Testing System (IELTS) score of 5 (vocational) to 6 (competent) = 15 points.

Applicants with recognised trade skills applying for General Skilled Migration will be required to meet the current threshold of IELTS 5 = 15 Points.

To obtain a bonus 10 points for Proficient English you must have 7+ IELTS result = 25 Points.


New Offshore Graduate – Skilled – Recognised Graduate (Temporary) Visa

As of the 1 September a new 18 month visa aimed at addressing ‘niche’ shortages in the labour market. This visa will have no work or study restrictions. The Main applicant must be 30 or under, have completed a degree in a specified discipline from a specified educational institution in the last 12 months and meet the English language threshold and is not points tested. Then the applicant can apply for a permanent or provisional GSM or an employer sponsored visa at anytime.


Changes to the General Skilled Migration Programme

Changes to the General Skilled Migration programme (GSM) will be introduced on 1 September 2007. People who have made an application for a skilled visa on or before 31 August 2007 will not be affected by the changes.
Changes will include:

  • increasing the English language threshold for GSM visa applicants
  • rewarding GSM visa applicants who have very good English language proficiency
  • greater emphasis on skilled work experience
  • introduction of a new temporary work visa for graduates
  • simplifying the GSM visa structure.

There are currently 15 GSM visa subclasses available to people onshore and offshore, who are wishing to apply to migrate to Australia. Under the new visa structure, this will be reduced to nine visa subclasses - four offshore and five onshore. This new structure enables applicants to more easily identify the visa subclass best suited to their circumstances.


ANZAC Day
April 25 an important day of recognition nationaly in Australia. This is the anniversary of the first major military action fought by Australian and New Zealand forces during the First World War. The soldiers in those forces quickly became known as ANZACs, and the pride they soon took in that name endures to this day.

Australians recognise April 25th as an occasion of national commemoration. Commemorative services are held at dawn, the time of the original landing, across the nation. Later in the day ex-servicemen and women meet and join in marches through the major cities and many smaller centres. Commemorative ceremonies are held at war memorials around the country. It is a day when Australians reflect on the many different meanings of war.

Nine new professions have been added to the MODL

Nine new professions have been added to the Migration Occupations in Demand List (MODL) as part of the Australian Government’s commitment to ensuring the Migration Programme meets the skills needs of business and industry. The MODL now includes 35 managerial and professional occupations, one associate professional occupation, nine computing specialisations and 41 trade occupations.

Tales of an Irish Backpacker
Well hello from New Zealand!! I never thought I'd be looking up at Australia!! Its cooler here but not as bad as I'd expected! I arrived in at 2 local time, so I think we're 12 hours ahead here from home meeting up with a kiwi lad later, to get a run down of the city!!!!

Its hard to believe its a year since I left home! I recall, I landed in Perth wondering what the hell am I doing!! but what a brilliant year it has been! After 2 months I bought a car with Sean and Danny, then drove north, taking everything in, we arrived in Broome 2 weeks later! then after chilling on Cable Beach for 2 weeks, we got the crazy 10 from Perth together with 3 vehicles (that I kept mechanically sound) went on the adventure of a lifetime through the Gibb River road in the Kimberley mountains! It took almost 3 weeks to arrive in Darwin where I selflessly organised cheap social evenings for backpackers whilst taking bets at the race track for during the day!!

I sold the car (Charlie) in Darwin for a tidy profit with the assistance of a dub (yes you Paul) to 2 nice Swedish girls! then Paul, Michelle and myself drove swiftly to Adelaide through the very centre then flew home for Damien’s wedding via Thailand and back to Melbourne via Thailand in Sept got a bar job in Melbourne in a class bar, the Elephant and Wheelbarrow where I met so many great people, and made some good friends.

Then flew back to Perth for Mac's cousin's wedding and bought another wagon. Drove back to Melbourne across the bottom of the country stopping of at a few funny towns with lad from Doncaster and a Dutch girl!!

End of January I went to Tasmania which I loved! Drove to Sydney beginning of Feb! met the greatest bunch of people and worked with a deadly crew at a Sydney stone company! Sold my van yesterday, and I'm so so sad to leave Australia!! the country is beautiful, the people are chilled, the city's are pumping and the weather is fab!! if you've been then you know, and if you haven't then you should put it on your list of lifetime achievements!! all I can say is I loved it!!

So now onward with the trip!!!

IELTS (International English Language Testing System) 90 day re-take rule restriction lifted

From 1 May 2006 the Policy on candidates re-taking IELTS will be amended. The restriction on re-taking IELTS within 90 days will be removed and candidates will be able to repeat the test whenever they wish.


Skilled Migration Program to Increase in 2006-2007

Another record Skill Stream 2005 -2006 Migration Program of 130,000 – 140,000 places. DIAC are planning further increases to offer priority to Employer Sponsored migration and State Specific or Regional Migration to assist business to obtain the badly needed skills in demand.

Australia Needs Skills Expos
The Australian Department of Immigration Multicultural Indigenous Affairs is linking Australian Employers with Overseas Skilled Workers - A series of Expos are being held to help fill Australian job vacancies that exist due to skill shortages in Australia. These Expos will target job vacancies for people with recognised qualifications and/or work experience in an occupation on Australia’s Skilled Occupation List.


Increase of Government Skilled Stream
The Minister for Immigration and Multicultural and Indigenous Affairs, Senator Vanstone says the Australian Government has responded to Australia’s skill shortage by bringing record numbers of skilled migrants to Australia. The 77 880 skill stream migrants in 2004-05 account for about 65 per cent of the total program. At 120 060, the overall Migration (non-Humanitarian) Program was the largest since the late 1980s. The Government’s focus on skilled migration continues to benefit Australia’s economy, while it maintained a sizable level of family reunion.

Improved targeting in the Skill Stream has resulted in increases over the previous year’s numbers of doctors (294 per cent), nurses (40 per cent), accountants (48 per cent) and tradespersons (38 per cent) such as mechanical, electrical, construction and automotive tradespersons.
Not only was the number of migrants sponsored by employers and by State and Territory Governments the largest ever, the number of skilled migrants choosing to live and work in Australia’s regional areas also reached an all time high.

About 18 700 visas were granted under the State Specific and Regional Migration (SSRM) mechanisms in 2004-05, almost a 50 percent increase on 2003-04.

‘But figures don’t really tell the whole story,’ the Minister said.

‘The story is in the individuals from a female Dutch welder working in Darwin, a Scottish hairdresser now working in South Australia’s Barossa Valley, to an Irish geologist working on the Western Australian goldfields and the South African nurse working in Tasmania.

‘These migrants are playing a vital role in helping to address the critical skill shortages felt by employers in local communities across Australia.


Subclass 410 Retirement Visas to cease effective 1 July 2005

410 visas holders or those whose applications are lodged before 30 June will be treated quite differently from current 410. It is important to know the many changes. The 410 visa is to be replaced by the Regional Investor category, but it is not clear this will come into effect on 1 July. The proposed Regional Investor visa will require ‘sponsorship’ by a State / Territory Government.

Employer Nomination Scheme (ENS) changes 2 April 2005

There has been a number of regulation changes to the Nomination Requirements and Visa requirements of ENS. Employers are no longer required to market test the position, as this has been costly and ineffective. However the employer is now required to make the position available to the nominee for at least 3 years, with no express exclusion of the possibility of renewal. The most significant change to the Visa application stage is the provision for a successful skills assessment at the time of application, along with a minimum salary specified in the Gazette Notice for this provision.


Student requirements criteria changes effective 1 April 2005

Skilled Independent Overseas Student visa pass mark is now 120 with no exceptions.


Immigration at 10-year high

The number of migrants and refugees settling in Australia is at a 10-year high, according to the latest figures on Australia's annual immigration intake. The data also shows a large decline in migrants settling in New South Wales.

Immigration Minister Senator Amanda Vanstone says more than 111,000 people settled in Australia in the past financial year, an increase of nearly 20,000 on the previous year. Senator Vanstone says while the biggest group of 40,000 still settled in NSW, that represents a decline of 7,000 people on figures from three years ago. She says the drop for NSW is in line with the Federal Government's efforts to encourage migrants to settle elsewhere.

Victoria had 28,000 migrants, Queensland 20,000 and Western Australia close behind with 15,000 migrants. The largest number of people came from the United Kingdom, followed by arrivals from New Zealand, China, India, South Africa, Sudan and the Philippines.

Skilled migration
Senator Vanstone says the record number of people settling in Australia does not signal a return to the high immigration days of previous Labor governments.

"The immigration intake under the Howard Government is markedly different from that under the previous government," she said.

"We've shifted very much to a skilled migration intake bringing in people who are under 45, are qualified and can very quickly get a job and contribute to the Australian economy."

Senator Vanstone says the decline in new arrivals in New South Wales shows the Federal Government's regional migration scheme is working.

"Both Victoria and South Australia have been very prominent users of that opportunity and we've been keen in the immigration program to make sure that people go where they are wanted," she said.

"Because there has been a decline in NSW in the numbers ... I think that confirms that we are doing is working."

However, the Federal Opposition says a more cohesive approach is needed for Australia's population growth.

Opposition immigration spokesman Laurie Ferguson says immigration is only part of the solution for Australia's needs.

"We need a long-term population policy as to where we are going in the next decade or two," he said.

Mr Ferguson says despite a decline of 7,000 people for NSW, the overall figure of 40,000 means the overwhelming number of immigrants still settle in Sydney. He says programs for other states need to be expanded.
